RTX 4090 - Closer Than We Think?

It's only a little over a year since the RTX 30 series launched, but talk of the RTX 3090 Ti and more importantly, the RTX 4090 are floating around and with chatter of them including a PCI-Express 5.0 connector as standard, could NVIDIA have already been ahead of the curve and included this connector on their 3000 series cards that have already been released?
